For the Recruitment of Woreda Financial Management Officer

1. GENERAL INFORMATION

  • Job Title Woreda Finance Management Expert
  • Technical Assistant Level: Expert
  • Reports to: Woreda Finance Office
  • Duty Station: Zana Woreda
  • Duration: 6 months with possibility of extension
  • Salary: ETB 21, 856.00

Accounting and Reporting

Ensures computerized accounting system is used and chart of accounts are applied to record the project’s transaction

Ensures that books of accounts are maintained,

Maintains up to date and documented accounting system and policies and procedures.

Produces the project’s consolidated unaudited Interim Financial Report (IFR) of the woreda on a quarterly basis and submits to MoF through the RPCU as per the IFR template. The consolidated IFR will include the IFRs of regional implementing entities and woredas.

Prepare periodic financial reports for the government as per reporting requirements per repon and formats.

Follows up on the preparation of standard financial reports ancial implementing entities if applicable. from woreda sector

Ensures IFRs are sent to the MoF through RPCU on time (as indicated on the project’s financial management manual) and up to standards.

Funds Management

Ensures that sufficient funds are available to meet on-going project activities in the woreda based on the annual budget and cash forecast.

Mitigates financial risks and maintains close liaison with all stakeholders.

Follows up on disbursement issues timely with the MoF and BoFED/RPCU and WPCU

Follows up project bank accounts; Conducts bank reconciliations on time. Internal controls

Ensures internal control arrangements are maintained consistently throughout the life of the project including proper controls with regards to approval and authorization; segregation of duties; cash and bank management; safeguarding of assets and properties (including fixed assets and inventories); payroll management; taxes obligations; contract management; advances and prepayments; payables are in place; reconciliations, etc
